Patrick Hogan
The President of CMB Regional Centers is the only Regional Center operator that was involved with EB-5 before the first Regional Center was formed.  There is no Regional Center operator with more experience.  Mr. Hogan has been an entrepreneur for nearly 30 years.  He began his career as a business owner in 1978.  He has owned and operated numerous businesses that have had annual sales over $30 million per year and employed over 300 employees.  The various businesses include a chain of service station car washes, photography development labs, a “Top 100” chain of video stores, a custom photography business, a book publishing company, the number one (by yearly sales) antique/collectable firearms auction house in the world, and others.  Mr. Hogan has been active in the immigration investment field for over fifteen years.
Kraig A. Schwigen
The Vice President of World Wide Operations for CMB Regional Centers is Kraig A. Schwigen.  Mr. Schwigen has had a professional relationship with Mr. Hogan since 1998.  He served with the Rock Island County Sheriff’s Department for over twenty-three years.  Prior to his retirement from law enforcement in 2008 he rose to the rank of Lieutenant.  During his career he was responsible for overseeing numerous divisions within the department including Investigation, Fugitive, Patrol, Professional Standards and Administrator of the County Jail.  During this same time he also oversaw the security for Mr. Hogan’s premier firearms auction house.  Additionally, Mr. Schwigen has over 15 years involvement in the new home construction and real estate development industries, completing one of the largest home subdivisions in Western Illinois.
Ky Boyle
The Executive Director of CMB Regional Centers is Ky Boyle.  Mr. Boyle comes to CMB with over 25 years in business management and leadership roles in the utility and beverage industries.  Mr. Boyle most recently spent 12 years with MidAmerican Energy Company as an Energy Consultant and Franchise Manager where he acted as consultant to key energy consumers such as 3M Corporation, Hormel Foods, Musco Lighting, the State of Iowa as well as major suppliers to John Deere.  Mr. Boyle’s responsibilities also included negotiating franchise agreements with cities throughout the State of Iowa.  Mr. Boyle has been active in economic development throughout the past 20 years serving as a Committee Chairman for the John Deere Classic (a PGA Tour event), as an elected member of the Knoxville, Iowa Chamber of Commerce, and also through his appointment to the intergovernmental VA Taskforce in the state of Iowa.  Mr. Boyle has a Bachelor’s degree from the University of Phoenix and a Master’s degree in Business Leadership from William Penn University.
Pam Ellis
CMB’s Vice President of Company Operations, Pam Ellis, manages the organization’s day-to-day operations. Ms. Ellis also directs staff members during the detailed construction of all USCIS submissions. Ms. Ellis has over twenty-four years of management and customer service expertise. Ms. Ellis obtained a degree in Hospitality Management from Southeastern Academy in Florida. Ms. Ellis served as the Vice President of Visitor Services for the Quad Cities Convention & Visitors Bureau for the past twenty years, where her duties included managing the Iowa Mississippi Valley Welcome Center. Under her tenure as Vice President, the Center won multiple awards and became one of the nations most recognized Welcome Centers. Ms. Ellis expanded the reach of the primary Visitors’ Center by adding four other centers serving downtown communities. As the Bureau’s government liaison, Ms. Ellis developed critical communication skills as she represented communities to the State Legislators.  These regional experiences strengthened Ms. Ellis’ knowledge of revitalizing communities and downtown areas into centers of economic activity.  Further, Ms. Ellis developed a private label brand for the Welcome Center, managed all retail sales (in-store and online), administered the Welcome Center budget, and supervised staff and volunteers.
Judy Voss
The Marketing Director is Judy E. Voss. Ms. Voss began her career with Mr. Hogan in the late 1980’s with his video store chain. With an aggressive marketing campaigns the chain grew from five to fourteen outlets and was acknowledged as the Video Store Top 100 retail chain in America (seven years running). During her twenty years working under the Hogan management umbrella Ms. Voss has promoted and marketed the various businesses in which Mr. Hogan has endeavored, i.e. service station car washes, custom photography, video store chain and the antique/collectable firearms auction house. Under her marketing direction the Rock Island Auction Company established new industry records for five years running resulting in 2008 breaking the $30 million in sales for the year.
Jenny Kolar
Ms. Kolar is the Investor Relations Manager.  Ms. Kolar works with the CMB team that is responsible for document and submission construction.  Ms. Kolar’s paralegal skills are indispensable in marketing and partnership document management.  Ms. Kolar received her Bachelor’s degree in paralegal studies from Kaplan University in 2006.  Prior to her employment with CMB Regional Centers, Ms. Kolar served as a legal secretary/paralegal for a law firm.  During her tenure at the law firm, Ms. Kolar assisted a team of attorneys with many tasks including: compiling and propounding discovery, research, file management, financial management, and scheduling hearing and trial dates.  Ms. Kolar also has experience as a customer service representative.  Ms. Kolar’s legal and customer service experience provides an excellent resource for CMB Regional Center clients.  Ms. Kolar helps manage investor documents, escrow account information, and investor-related correspondence.  Ms. Kolar also coordinates with the accounting department to ensure timely posting of the investor financial records to the website and supervises the exchange of information with CMB’s worldwide network of consultants.
Chen Freitag
Our Director of Client Services for China, Chen Freitag, maintains CMB’s communication network by working with US law firms and consulting companies to provide information for their questions or concerns about CMB investment projects or USCIS processing procedures. Ms. Freitag was born and raised in Shanghai, China. Ms. Freitag worked in the human resources and administration fields for a major German website design and maintenance company in Shanghai. Ms. Freitag obtained a Bachelor’s degree in Business English from the Shanghai Labor Union University, where she also earned a senior certificate in Chinese to English interpretation. Ms. Freitag has lived and worked in the United States since 2007.
Kimberly Matteson
Ms. Matteson is the Project Development Assistant.  Ms. Matteson performs a variety of administrative tasks in direct support fo CMB’s project development team.  Ms. Matteson is also a member of the document and submission team, which is responsible for constructing all USCIS submissions.  Prior to her employment with CMB, Ms. Matteson was employed as the Bank Administrator at the Headquarters of a worldwide farming equipment manufacturer.  Ms. Matteson has 10 years of experience in customer service and finance.
Gavin Liang
Our Financial Analyst is Gavin Liang. Mr. Liang works with clients in the Asian Market. Mr. Liang was born and raised in China. In 2005, at twenty years of age he moved to the United States to continue his education. He obtained his bachelor’s degree in Business Administration from Iowa Wesleyan College, and his Master’s degree in Accounting from Western Illinois University. Prior to joining CMB Mr. Liang worked at Black Hawk College as an Intern, at Western Illinois University as a Graduate Assistant, and at Welluck Inc. as an Account Executive. He is fluent in English, Mandarin and Cantonese.
Matthew Hogan

Mr. Hogan is our Project Development Manager.  Mr. Hogan oversees CMB’s team that is responsible for the identification, due diligence and the development of CMB’s EB-5 investment projects.  In his role as Project Development Manager, Mr. Hogan is thoroughly involved in the structuring of each of CMB’s EB-5 investment projects.  Mr. Hogan is also instrumental in developing and maintaining both new and ongoing business relationships.  Mr. Hogan is directly involved in the development of all project related documentation needed to support each USCIS submission.  In addition to his role as CMB’s Project Development Manager, Mr. Hogan is part of CMB’s team responsible for the development of CMB’s project specific marketing materials such as project overviews, flyers, brochures and marketing banners.  Mr. Hogan attended Illinois State University where he obtained a Bachelor’s degree in History Education and Politics and Government.
