What is CMB?

 
CMB Export LLC Mission Statement

CMB, an acronym for “California Military Base” or “Closed Military Base”, strives to be the finest EB-5 Visa Regional Center program in the United States. CMB has achieved this by designing an EB-5 investor program that obtains the best possible outcome for all the parties involved. All parties involved in the CMB Regional Center transaction include the foreign national investor, the communities contained within the CMB Regional Center, U.S. workers, the federal, state and local governments, and all are enhanced by the work and actions of CMB.

CMB, by generating at least ten new American jobs per investor, creates an engine for economic development within each region of investment. In short, CMB aims to foster a “win-win” scenario for all parties involved. CMB realizes this “win-win” scenario by targeting those communities devastated by the tremendous job loss and economic stagnation due to the realignment and closure, “BRAC”, of military bases served by those communities. This targeting of high unemployment areas allows our foreign national investors the ability to place $500,000 in the investment instead of the higher statutory requirement of $1 million. CMB further achieves the mission by creating highly secure investment opportunities for EB-5 investors. Payback of all our investors funds becomes the responsibility of the government agencies that we provide the bridge loans to. Each of our investments relies on the ability of the Government Agency to pay us back. Even though this investment strategy is very secure it meets all legal requirements of being at risk while not being foolishly at risk. This method of investment generates a reasonable return, it generates the requisite jobs and it creates economic opportunities within our geographic scope thus increasing regional productivity. Our clients, the foreign national investors, are able to achieve the two main goals of their investment endeavor:  Their permanent visa (Green Card) and the return of their original investment.

CMB EXPORT LLC

CMB Export, LLC was formed in the State of California on January 13, 1997. The CMB Regional Center (CMB) was authorized on August 15, 1997 and subsequently reaffirmed April 18, 2007. Today CMB is one of the oldest and most successful Regional Centers in existence.

 EB5 Regional Centers

The formation of CMB (an acronym for “California Military Bases”) is intended to assist California communities which have experienced military base closures due to the determinations of the Federal Base Realignment and Closure Commission (“BRAC”). The CMB geographic scope outlined in its authorization includes the Counties of San Bernardino and Riverside in Southern California and the County of Sacramento in Northern California. The geographical focus of the Regional Center is the closed military bases and the counties in which they reside. The military bases named in our Regional Center authorization are George Air Force Base, Norton Air Force Base, Mather Air Force Base, Sacramento Army Depot, McClellan Air Force Base and the realigned March Air Force Base. The CMB Regional Center is unique among all the other Regional Centers as it is not a contiguous area. The Regional Center is concept driven i.e. focusing on closed or BRAC affected military bases and helping communities that have experienced the economic devastation of losing the jobs and commerce those military bases had provided to each community for decades.

The geographic regions described above have lost an enormous amount of jobs due to the military base closings. The State of
California bore the brunt of the closings ordered by BRAC. All told, 29 of California’s major military installations were either closed or are being gradually phased out. As a result California has lost more than 187,000 jobs or nearly 60% of all the jobs lost nationally to military base closures. An example of the economic devastation caused by the military base closures is today, over fifteen years since the first round of closures of military bases, the communities that surround these former military bases still qualify as high unemployment areas (150% of the national average). Any subsequent rounds of BRAC will certainly add to these numbers.

It is the focus of the CMB Regional Center partnerships to assist communities within our authorized geographic scope by channeling foreign national investment capital into infrastructure construction, upgrades or repair. CMB will combine its capital with that of the federal, regional, city and state economic authorities as well as private investment to create a significant amount of capital for various infrastructure investments. CMB intends to stimulate economic growth by investing our investors funds with the Government Reuse Agencies or master base redevelopers for investment primarily in roads, sewer, water, electricity generation, communication upgrades and public and private building structures with a concentrated focus on infrastructure. The prevailing theory is that increased regional productivity and future jobs creation are built upon backbone infrastructure. This concept is the cornerstone of the CMB business plan and its subsequent partnerships. CMB’s efforts have received the support of elected officials at both the State and Federal levels.
