Investors in both of CMB’s current investment opportunities can file their I-526E petitions immediately
CMB is excited to announce that today CMB Group 82 has received its I-956F receipt notice. This is the SECOND I-956F receipt notice we have received, after receiving the CMB Group 78 notice last week.
The USCIS requires a project to receive an I-956F receipt which includes the receipt number and New Commercial Enterprise ID which are required fields in the I-526E Form that are filed by immigrant investors under the newly reauthorized EB-5 regional center program. These I-956F receipt notices appear to be two of the very first I-956F receipt notices issued industry-wide.
Investors that are able to take advantage of filing their I-526E early may be presented with unique benefits under the EB-5 Reform and Integrity Act of 2022 (RIA) due to changes allowing concurrent filing and visa set-asides.
Both CMB Group 78 and CMB Group 82 are located in a TEA (Targeted Employment Area), thereby qualifying those that subscribe eligible for a set-aside visas under the new regional center program. The RIA allows concurrent filing of I-526E and I-485, essentially making a conditional EB-5 visa immediately available for those whose who are already in the USA on another visa and whose country is current (not backlogged) on the visa bulletin. Since every investor’s situation is unique, we strongly recommend that that you discuss this issue with your immigration attorney.
We have received inquiries from thousands of prospective investors since last June when the regional center program first lapsed and more inquiries daily with the news of our CMB Partnerships having I-956F receipt notices. We have already seen high demand for units in our first two EB-5 partnerships under the new program that investors can file their I-526E petitions in today.
CMB Group 78: Hillwood California BTS is the first of CMB’s new investment opportunities. This EB-5 project involves the construction of industrial logistics facilities in California.
CMB Group 82: Hazelton Logistics Park is the second opportunity CMB has available to prospective EB-5 investors. The project is another industrial logistics facility located in Hazelton, Pennsylvania.
Hillwood Development Company is serving as the borrower and project developer for both Group 78 and Group 82. CMB and Hillwood have built what we believe is the strongest Regional Center/Developer relationship in the EB-5 industry. CMB has collaborated with Hillwood on over 30 different EB-5 partnerships all over the United States.

Prospective investors should begin their due diligence process and select an immigration attorney now for the best chance to secure a unit in Group 78 or Group 82. CMB’s project development team is hard at work finalizing our next EB-5 opportunities, and we hope to announce those soon!

CMB Regional Centers Received The Group 78 I-956F Receipt Notice From The USCIS And Is Officially Accepting Investors
CMB Regional Centershas received the Group 78 I-956F receipt notice (which includes the Group 78 receipt number and the New Commercial Enterprise ID) from the USCIS (United States Citizenship and Immigration Services) as of today, August 11, 2022. This is the USCIS requirement to begin immediately accepting I-526E petitions filed by immigrant investors under the newly reauthorized EB-5 regional center program.
CMB believes we are the first regional center and project to receive an I-956F receipt notice, since we were one of the first, if not the first to file an I-956F with the USCIS. Since then, we have also filed our Group 82 project I-956F petition, which we hope to receive the I-956F receipt notice for Group 82 in the coming weeks.
This is great news for the every prospective investor family looking to move forward with a CMB EB-5 investment opportunity. We at CMB are excited to begin officially accepting new EB-5 investors into our current offering as investors will now be able to file their I-526E petitions immediately. Additionally, the EB-5 Reform and Integrity Act of 2022 may provide unique benefits for those who file their petitions immediately, by taking advantage of concurrent filing and visa set-asides. These two options may allow for shorter visa wait time for investors from backlogged countries. We have received inquiries from thousands of prospective investors since last June when the regional center program first lapsed. We have already seen high demand for units in our first two EB-5 partnerships under the new program.
Since both of these EB-5 partnerships are located in a TEA (Targeted Employment Area), subscribed investors may be able to access the high unemployment set-aside visas allocated under the EB-5 Reform and Integrity Act of 2022. This means that investors from countries experiencing extended wait times due to visa retrogression might find a more expeditious route to U.S. permanent residency through EB-5 than they could in the past. Since every investor’s situation is unique, we strongly recommend that that you discuss this issue with your immigration attorney.

Yesterday, July 12, the USCIS (United States Citizenship and Immigration Services) released the new I-526E Immigrant Petition by Regional Center Investor form. This form will replace the standard I-526 form for regional center associated investors and will allow investors to begin filing petitions soon.
One of the most notable changes in the new I-526E form, as compared to the legacy I-526, is that it will incorporate the evidence submitted within a regional center’s filed I-956F petition. The USCIS has indicated that I-526E petitions must include an I-956F receipt number and NCE ID number upon submission. This should allow USCIS to associate new I-526E petitions to a previously filed I-956F petition.
The I-956F petition, under requirements established by the EB-5 Reform and Integrity Act of 2022, must be filed by regional centers for each of their EB-5 investment offerings. This new petition is similar to older I-924 ‘Exemplar’ petitions. It contains information related to the new commercial enterprise an EB-5 investment offering will target, as well as job creation projections, a TEA analysis (if applicable), etc.
This should be beneficial for EB-5 investors and immigration attorneys alike by creating a more streamlined and less cumbersome process for individual investor filings.
CMB has already filed I-956F petitions for two new investment opportunities and is currently accepting new investors. We are awaiting receipt notices from the USCIS on both. Once received, new CMB EB-5 investors will be able to immediately file their individual I-526E petitions.
CMB Group 78: Hillwood California BTS is the first of CMB’s new investment opportunities. This EB-5 project is located in a high-unemployment TEA (Targeted Employment Area) and involves the construction of industrial logistics facilities in California.
CMB Group 82: Hazelton Logistics Park is the second opportunity CMB has available to prospective EB-5 investors. The project is another industrial logistics facility located in Hazelton, Pennsylvania.
Hillwood Development Company will serve as the borrower and project developer for both Group 78 and Group 82. CMB Regional Centers (CMB) has projects available that are in compliance with the newly reauthorized EB-5 Immigrant Investor Visa Program (EB-5). With over 70 projects that have been introduced to the market, CMB continues to have a 100% project approval rate through the United States Citizenship and Immigration Services (USCIS), which very few regional centers can attest to. CMB currently has two projects available for investors that are looking to invest in EB-5 through a regional center.
