DALLAS, September 9, 2024 – CMB Regional Centers (CMB), one of the most experienced regional center operators in the EB-5 industry, today announced that its Group 90 – Hillwood Treeline project has received Form I-956F approval from the United States Citizenship and Immigration Services (USCIS) in eight months.

The announcement comes on the heels of last month’s announcement of the CMB Group 86 project receiving I-956F approval in less than five months. As with the CMB Group 86 project, a limited number of units remain available for subscription in this I-956F approved EB-5 partnership.

“It’s encouraging to see continued quick I-956F approvals for our projects in targeted employment areas,” said Noreen Hogan, President at CMB “These fast processing times are exciting for us but, most importantly, exciting for our investors, who are one major step closer to achieving permanent residency in the United States.”’

Located within the Dallas-Fort Worth metroplex, the Hillwood Treeline project represents a master-planned community of 2,500 homes. Spanning 800 acres and nestled amongst multiple treelines of mature oaks, the project draws inspiration from the natural setting to create a unique resident experience, with amenities such as multiple parks and themed treehouses.

The approval represents the ninth CMB EB-5 partnership to achieve an I-956F approval under the EB-5 Reform and Integrity Act of 2022 (RIA) and allows for Group 90 investors’ I-526E petitions to be immediately adjudicated by the USCIS. Previously approved partnerships include:

The Group 89 Project

A Logistics Facility located within a Qualified Targeted Employment Area (TEA)

The Project

The City Creek BTS Project will consist of the development and construction of an approximately 529,000 square foot built-to-suit freezer/cooler distribution facility intended for a confidential Minneapolis-based Fortune 500 retailer (“Tenant” or “the Tenant”). The facility will be constructed on approximately 96-acres of land and will be part of the 5820 Logistics Park development in Thornton, Colorado. To complete the Project, the developer will be working with consultant Stream Realty Partners, who will be providing marketing and leasing services. The Project site is located in the thriving North Denver Logistics Submarket and will be well-positioned with direct access to the I-25 and E-470 ground transportation corridors.

The land is currently owned fee simple, and the developer has entered into a confidential Lease to Purchase Agreement (“Agreement”) for the facility with an affiliate of the Tenant. Per terms of the Agreement, the Tenant has entered into a 240-month lease agreement for the facility. The lease term commences upon construction completion and/or the Tenant’s occupancy of the premises. The Agreement also outlines the terms of the sale of the facility and obligates the Tenant to complete the purchase of the facility.

City Creek BTS

Upon completion, the Project will feature approximately 25,500 square feet of interior office space, approximately 99 loading docks, 586 auto parking spaces, 32’ minimum ceiling clearance height, and a state-of-the-art sprinkler system. In addition to the basic building shell and interior construction, the developer will complete an approximately 1,100 square foot guard house, a 7,500 square foot trailer maintenance facility, an 1,100 square foot fuel pump house, and exterior landscaping and groundwater drainage and retainage systems.

The developer will also be responsible for completing the construction of extensive occupant-specific buildout for the Tenant. This buildout will be necessary for the Tenant’s propriety freezer/cooler and fulfillment equipment to be installed in advance of their occupancy of the facility

Group 89 EB-5 funds will be utilized in all aspects of the development and construction activities of the Project. This may include, but is not limited to, site demolition and abatement, onsite and offsite development, grading, landscaping, drainage systems, both horizontal and vertical infrastructure, and certain interior buildout of the Project.

PROJECT TIMELINE

    USCIS Gives I-956F Approval for CMB Regional Centers Southern California Project

    CMB Regional Centers (CMB), one of the most experienced regional center operators in the EB-5 industry, today announced that its Group 86 – Gable House Apartments project has received Form I-956F approval from the United States Citizenship and Immigration Services (USCIS). A limited number of units remain available for subscription in this I-956F approved CMB EB-5 partnership. 

    “We are thrilled to see yet another of our high unemployment (TEA) projects approved by the USCIS in less than 5 months, surpassing the processing time we have observed for even the rural category,” said Garrett Connors, Vice President of Investor Relations at CMB. “With only a limited number of EB-5 investment units still available for this project, the I-956F approval marks a significant step forward for the development and a major milestone for our investors’ United States immigration pursuits.” 

    As one of the first major multi-family projects in Torrance, California, in approximately 50 years, the Hillwood Gable House Apartments project encompasses the development and construction of a 218-unit, mixed-use complex. Featuring a sky deck, pool lounge, social club, and other best-in-class amenities, the development will be located in the city’s urban core of the Del Amo Business District. 

    The milestone for the CMB Group 86 EB-5 partnership means investors’ I-526E petitions could be immediately adjudicated by the USCIS since the I-956F has been approved. The approval marks the eighth CMB EB-5 partnership to achieve an I-956F approval under the EB-5 Reform and Integrity Act of 2022 (RIA). Previously approved partnerships include: 

    • CMB Group 78 – Hillwood California BTS 
    • CMB Group 81 – Inland Empire Industrial 
    • CMB Group 82 – Hazleton Logistics Park 
    • CMB Group 83 – Hillwood SOMI Hayward

    This is the seventh I-956F approved CMB EB-5 project in conjunction with Hillwood Development Company.
